September 12, 2005 The American Council for an Energy Efficient Economy (ACEEE) released its profile of 24 low-income energy efficiency programs selected from around the country for their best practices. Gloucester's Action Energy had two of its programs highlighted in this report. The WRAP (Weatherization Rehab and Asset Preservation Partnership) helps develop the asset base of low income communities and preserve home ownershi pthrough a combination of services and funding sources. The Massachusetts Low-income Energy Affordability Network is chaired by Action Energy Director Elliott Jacobson, with Rita Carvalho, Assistant Energy Director and Craig Brown, Director of Conservation Services. LEAN coordinates the delivery of all publicly funded energy efficiency programs across the state. Its purpose is to ensure that the 21 program operators deliver the highest quality, most cost-effective, and most convenient energy efficiency services possible for low income clients through the Commonwealth. The program works to provide a seamless delivery of energy services to low income clients, which currently total about $30 million per year..
