Action Energy Statewide Brokerage and National Advocacy

Action Energy attempts to address and ameliorate the energy affordability problem endemic to low income consumers.  Action Energy endeavors to lower consumption and the associated energy bills by weatherization, heating system repair and replacement, appliance management, and energy education.  Action Energy helps clients pay their bills by accessing Federal (LIHEAP) funds and securing discounts from energy supply vendors.

The Action Energy Director, Elliott Jacobson, develops and leads state, regional, and national energy/utility programs advocating for principals of conservation and affordability for low-income people. These advocacy activities include:

  • Designing, implementing, and monitoring of programs resulting from settlement negotiations with public utilities, government agencies, and emerging utility companies and cooperatives with the assistance of national trade organizations.

  • Sustained and maintained relationships with electric and gas utilities which will result in continuing and additional energy efficiency funding for the benefit of low-income people.

  • Maintaining relationships with national trade organizations such as NARUC (National Association of Regulatory Utility Commissioners), NASUCCA (Consumer Advocates), the low income Peer Exchange, National Low Income Energy Coalition (NLIEC) Advisory Board: DOE, Energy Advisory Board (STEAB), HHS Low Income Energy Committee, New York Energy Agency Advisory Board (NYSERDA), and New England Independent Service Operator (NE ISO).

  • Negotiating on 3 year plans for Investor Owned Utilities (Electric).

  • Continue on-going annual negotiations with and begin 5 year plans with gas utilities.

  • Attend NE ISO on behalf of New England Community Action Association  and Low-income Energy Affordability Network (LEAN) through Action.

  • The MTC Renewables Program will continue to be administered by Action, Inc. and ABCD. The two agencies will subcontract with community action agencies to provide renewable energy and/or repair services to low income electric consumers. This is the third year of a four year contract among two parties. Our feasibility study is being used in the making of renewable energy-related repairs applicable to low income clients that will serve approximately 70-100 clients beginning the third year of the program.
